To me, if I change that percentage, i can’t really see how these two options differ in result? Can someone please explain what the differance is and in what situations that would show or be useful?

To quote from Photoshop Hekp:

"Fill opacity affects pixels painted in a layer or shapes drawn on a layer without affecting the opacity of any layer effects that have been applied to the layer".

Try it by drawing a shape in a transparent layer then applying a Drop Shadow. ‘Fill. affects the opacity of the shape only but leaves the drop shadow unaffected. ‘Opacity’ affects both.

Fill opacity affects the opacity of the pixels in the layer, but not the opacity of the effects. Opacity changes the opacity of the pixels, and any effects that are active for the layer.
