Scaling an action

I found some time ago an action called "Bill’s oil painting"- it was dated 2003- and I ran it recently and it does a great job on relatively small images, say 600 x800, but not on those larger, say 2000×3000. Are there any rules of thumb as to how to scale up an action?

Or are there scaleable actions I might try – or a type of painterly action that’d work well on larger, and a recommendation as to the best site to find such? (I have posted to one of the Adobe forums, but no reply.)
