WINDOWS XP and Photoshop CS Error

After CS was installed on a Dell with XP, I (limited user)changed the ‘scratch disk’ to a different drive. When I tried to re-open CS, I got the message below and the program closed. When the Administrator did the same ‘scratch disk’ adjustment, he was able to open CS. It seems there is some type of glitch with regular users vs. administrators. Has this happened to anyone else? And how did u solve it?

Could not initialize Photoshop because the file is locked. Use the ‘Properties’ command in the Windows Explorer to unlock the file.

It’s not a glitch. For the most part, Adobe software really needs power user rights.
