I’m not exactly sure if I’m using this term right…but what’s the best way to duplicate or achieve the B&W engraved type of image in a picture, as
they use for someone’s portrait like on paper money or more exactly… as used in the New York Times?

Actually …

The line-drawn images used "on paper money," and in The Wall Street Journal or The New York Times are actually the product of a very few highly talented and experienced *artists,* using antique devices such as a piece of *paper* and special artist’s *pencils* … and a LOT of ***skill.*** The WSJ is rather proud of their illustrations, and has commented on the process in the past.

Unfortunately, that effect cannot be directly reproduced with a computer-PhotoShop-Filter setup. You can … however … come somewhat close using one of the following filters:

Andromedia’s Cutline

Flaming Pear’s India Ink

Some of the other "woodcut" types of "filters" are also worth trying.
