Pen Tool Outline

I saw this done very quickly so I didn’t really get the full idea of how it’s done. I’m referring to after you create a pen tool path how do you get an effect of a good looking outline on it with colors? I guess like a neon effect when used against a black background?

File – New > Fill your Background layer black. > Layer – New – Layer. Now pick your colour (say #E961D1 for pink) and brush size and type (something soft). In Layer 1 draw your path. In the Paths pallet select the Working Path, right click and select Stroke Path, choose Brush from the drop down. Then Add Layer Style the (F) icon at the bottom of the Layers pallet, have a fiddle with the Outer Glow and maybe even Bevel and Emboss.

Draw your path. Select a brush size and color you want. Make a new layer. Click on Path tab, click on small triangle at upper right of palette and choose stroke. Select Layers tab and make sure the new layer is selected. Click on Style icon at lower left of palette and select stroke. Select the color of the stroke. Click on outer glow and choose color, then mess around with the spread and intensity.
