Hello,
I would like to hear from someone more experienced how to create good quality images, such as 3D GIFs, similar to those on www.experts-exchange.com or alike, which would have a small size and not distort if enlarges with image width/height properties on the webpage (vector images?). What tool can I use and what settings are reasonable?

You’d be suprised how small Flash animations can end up. I’ve created some intricate flash pieces that have ended up smaller then a static graphic of similar size. Vector imagery is well wortth considering if bandwidth and server space are issues (which lets face ith they always are to some extent).
