This 5-step tutorial shows how to deal with skin highlights in a photo:

It states to create a new layer and set the blending mode to "Color".
If I do this, when I fill the selection with a sample of skin color, it appears to not work. The fill is transparent, and no adjustment of the transparency slider seems to change this. It’s as if I the fill failed.
But if I leave blending at "Normal", the procedure seems to work: the fill is opaque and I can adjust the transparency using the slider in the Layers pallet.
Did I miss something? Or are the instructions wrong?
