Can’t color gray JPEG

I’m using Photoshop7.

I have a gray and white JPEG image of a physician’s caduceus that I want to color. When I open the JPEG in Photoshop I cannot use any colors other than gray or white in that file. I tried dragging the image to a new file to work on it there. I tried cutting pixels and putting in a colored background layer behind the image. Nothing works. Any suggestions?

Your color mode is set to grayscale. Change it to RGB.

Thanks! I knew it was something simple. I learned Photoshop by trial and error from a book. I missed a few of the details.
