It could be possible (especially panorama) to do both, but you don’t wanna use Photoshop for mosaic which requires much much more work and skill than some simple program designed for mosaic specific.
Have I used Photoshop to create mosaic? No, I never even thought about it but base on what I know how to do with Photoshop I am pretty sure I can. But I sure do not wanna waste my time laying hundreds/thousands of images on single canvas to start making mosaic. So

– Mosaic, you may wanna GOOGLE for a free or cheap shareware mosaic program which should do. If you mean Plug-in then I believe I read there is/are plug-in(s) to simulate Mosaic (or Photoshop itself has this option/plug-in?).

eh? A mosaic photo might run a dozen to several dozen images, but not thousands.
Anyway, I did a simple 3 x 3 and it figured it out (from JPG), it had a harder time with raw and made a small error in the image. Took a minute or so from a 6 Mpix JPG and about 7 minutes from a raw.
