"capturing a photo" from video footage

I have Adobe ImageReady 7.0 & Photoshop 7.0 in a Dell PC running Windows XP with a firewire port, 120gig hard drive, 768mg RAM and I use Pinnacle MovieBox Studio to do alot of video editing.

How can I capture a video still image from such footage in Photoshop and edit that particular grabbed video clip into a decent photo?

The single frame video will be such low rez (and probably blurred to boot) that you are unlikely to be able to do much with it.

But to try, doesn’t your video editor allow saving a single frame to some kind of raster file?
