In the version of Photoshop I used prior to CS, the crop tool would make obvious "snaps" to pixel boundaries (provided that you were zoomed in sufficiently.)

CS lets you move the crop tool on top of pixels. So it is not obvious where the crop is actually going to occur.

Is there a way to revert to the old behavior, so that the crop tool can only be placed at pixel edges???

When you crop, PS makes a psudo mask to see what areas get cropped…in the crop options (with an active crop box) set the opacity higher – like maybe 100%.

If by "pseudo mask" you mean the shield, the shield DOES NOT indicate the actual crop area, it simply darkens the area outside of the crop tool.

If you zoom into an image so that you clearly see the pixel edges, and then make a crop box, the crop tool does initially snap to pixel edge boundaries. (This is before the "shield" is displayed.) But any adjustments to the crop area after it is initially placed allows you to place the crop edge on top of pixels. I think that the crop tool should always snap to the nearest pixel edge, otherwise the crop tool is not giving you an accurate representation of where the crop will occur.
