is it possible to take a small photo off the internet (ie 200×175) and fix it in photoshop to make a decent, printable 8"x 10" without it becoming grainy or blurry? If so how???

You can copy it, resize it, and print it, but it will only look good from about 8 to 12 feet away.

even if it was there is the courtesy of asking the copyright owners permission first

Allow it to be an opportunity to demonstrate your integrity

Not with Photoshop… but if you can get hold of that software they use on CSI you can enlarge it to size of a large building… with it you can also see the photographer who took the pic by zooming in on any reflective surface… also you can then zoom in on the photographers eyeball to get a view of objects or people outside the frame… you can then enlarge this new view and call it your own without fear of falling foul of the copyright laws.

yes it is possible you just have to outwit the competition, if the photo is real nice looking at the size you get from the internet print it on the best quality paper with the best settings you have and then stick it onto your scanner and when you scan it tell the scanner to enlarge it about 300 % who knows it might work.
