I am trying to make a banner/gif for my website. The tutorial tells me file/new then make the desired size. Then for the background colour it tells me to double click one of the squares (The foreground and background colour selectors) and this takes you to colour picker. However no matter what colour I pick they wont accept the chosen colours instead it defaults to grey. Any ideas anyone?

It sounds like you have the image as Greyscale. Change it by clicking Image/ Mode and change to RGB.
