Can someone teach me how to do this?

While my experience with Photoshop is senior enough, my achilles’ heel has always been brush effects. I’ve evaded using the brush my whole life. But now, I decided to tackle the problem head-on. So explain it to me like I’m a 5 year old. 🙂

looks to me like a layer of gray with the cloud filter on top of a white background. 3 layers so far.
white background = layer 1
gray frame = layer 2
owl photo = layer 3.
Then just use the eraser [selected brush, experiment to taste, but probably about 9] ,on the gray layer till satisfied.
Then move to the owl layer and same method erase with your choice of brush.

additional comment. Gray layer might be a point sample of 5×5 of the owls background.
also a wrinkle texture to the gray layer.

If that’s not simple enough, holler.

Why yes you did – it’s in the header info, that I have to "ask" my news reader to let me see. It does appear that a respondent did not want the reply X- posted (I still do not get that mindset, on on-topic posts to relevant NG’s). In my humble estimation, I think you did things the preferred way.

That grungy background… those strokes and stuff… is there a library somewhere where one can use textures like these? Again, I’m only referring to the background motifs.

Try a google search for frame actions.

I remember seeing an action for this a few years back, and was free to download. It may have even been on the Adobe site somewhere. I really can’t remember.

The particular effect you referenced looks like real brush strokes. If that’s the look you want, paint black paint over white mount board and scan it. In Photoshop use image>Adjustments>Threshold to make it pure black and white. Drag the painted image over your photo to make a new layer. Set the blend mode of the paint layer to Lighten. You’re there!
