Greetings! By way of introduction, I’m a Photoshop 7 nut! What more need you know?
I’ll start with what must look like an obvious question to you Pros… How do I make action
sets in the actions palette? Photoshop help files say to make a new set which is entitled :
"New Set" and to take the action you want and drop it in, but they won’t go in; just above
or below the new set folder icon. I’m sure it’s a simple proceedure that none of my
tutorials mention… Whatever assistance you could provide would be greatly appreciated!

You mention tutorials – have you looked at the help? That’s fairly clear.

You can either drag the action into the set in the palette or you can highlight the set and choose New Action and make it in that (or any other set) you choose. The set name appears in the dropdown in the dialog.

You can also drag or duplicate the individual steps form action to action.

You can not drop a set into a set, only an action can be moved from set to set.
