Problems with save for web

I have been trying the save for web feature in photoshop CS. I adjust the file size etc. But when I view the image nothing has changed. Here is what I am doing…. Open the image by adjusting the quality slider, when happy I select done. The save as. and here I am presented with a jpeg options dialogue box. Mine is set at "large file" Should I be moving this slider down? If so wouldnt it just have been easier to resize the image and end up with the same result?

What you should be doing is saving your files as a PSD and a jpg. The PSD will maintain all the layers, effects, masks, etc., will be editable and won’t lose anything in quaility as a jpg does through repeated compression.

Sometimes I’ll leave my PSD files at a higher resolution and save a copy as a PNG. I then open the PNG, scale it down in size and resolution, sharpen a tiny bit with the Unsharp Mask filter and then Save for Web. Here, I adjust the slider to where I think a good balance of compromise between file size and quality exists.
