I was at a store, and in the parkinglot was a car that had a very bizzare and amusing sign in his rear window. With my camera fone I took a picture, and it came out fine. However, my reflection was partially visible in the window.

Is there a tool thats within PS that would allow me to adjust reflective proerties to either make my reflection more or less visible?

More or less as in <, >…not in the colloquial sense.

The unwanted reflection is just like anything else in a picture you don’t want – PS has no way to recognise it as anything special.

The only easy way to remove reflections is to do it at the time you take the photo [by using a polarizer]. Otherwise, you’re down to cloning etc.
