PSCS Photo Package Question

I took some pictures of couples at a dinner I recently attended. I thought instead of giving each couple a single print of the photo, I would print
multiple pictures on a single sheet of letter size paper. I set up a page for 1 5×7, 1 4×6 and 2 wallets using Picture Package. I did not realize until after multiple pages were printed and looked closely at some of the prints that the quality was terrible. (Used and Olympus E-1 and an Epson R800 printer.) Apparently Picture Package defaults to 72 DPI when setting up the pages, so since I did not realize this the quality of the pictures was very bad (pixelated). Can anyone explain why PSCS would use this default? Thanks.
