Photoshop Issue – Selection Tool

I’m running photoshop 7.0.1 and am having a problem with the selection tool. When I use it to select an area on my canvas – it act’s like it’s set to subtract space out of my selection by default instead of simply drawing a new selection area.

Has anyone else had this problem and if so – how do I fix? I’ve tried uninstalling and reinstalling but it didn’t fix anything. Is there a settings file somewhere that might be corrupted?

see the options bar below the menu. you can set to new selection, additive, intersection or subtractive.
