Ignore Palettes not working properly

Some annoying behavior I saw in PS7 is still there for me in PS CS.

My zoom tool ALWAYS works as if the "ignore palettes" box is checked, whether it is actually checked or not. Even with the box unchecked, documents when zooming always expand underneath open palettes, and new documents are loaded underneath open palettes. Basically, the "ignore palettes" checkbox is a lost feature for me because it does nothing; it’s always on and unchangeable.

Does anyone know why this is happening or how to fix it? It is fantastically annoying. I’ve heard PS does this on MacOS X, but I’m running on Windows XP sp1.

With PS 7 at least, you need to have the tools palette just very slightly off from the left-hand edge of the screen. If it is really butted up against the edge, the phenomenon you describe occurs.
