I have the logo of a company, and would like to place it in their telephone sets.

These are the instructions:

Can Photoshop do this? How?

I would like to see the big fat pixels to make sure that the size is right.

Is IrfanView the right tools for the job?

Should I get some sort of cursor editor instead?

Yes. Read the manual.

No.

Creation of low-res images is not a task for anybody. If you need to ask even small details _you_ are the weak link, not the applications. Get someone to do the image files who knows what he/she is doing.
