rotation distorts layer

When you rotate a square layer (say 16×16 pixels), the layer becomes distorted as the rotation causes it to become more of a parallelogram than a square. Is there a way to rotate a square layer such that the layer does not include the distorted pixels after the rotation, i.e. it remains a square layer after the rotation?

You are not very clear in what you are saying. You either mean (a) a square SHAPE does not remain square when rotated
or
(b) the clear sharp edges of the image no longer look sharp due to dithering/feathering
or
(c) a square LAYER gets cropped when rotated because it no longer fits into the square canvas

If you mean (a) then your monitor is not correctly adjusted for vertical/horizontal hold etc. Adjust it so that a square viewed in any application always looks square. If you have a widescreen monitor you can correct the view in PS by going to Image/Pixel Aspect Ratio… and choosing the correct display type.

If you mean (b) or (c) then nothing can be done. By the way there is no such thing as a ‘distorted pixel’.

Or do you mean something different?
