Extremely slow loading time for Photoshop CS

Photoshop CS is working as advertised, but the startup time is in the two minute range. I am using a pentium 4, with a gig and a half of memory and a tetrabyte of ram. The holdup is when the program is searching for plugins. All my non Adobe plugins are in a separate folder and not with the main program. The hard drives are optimized and defragged. All unnecessary startup programs are turned off. With version 7.01, and the plugins in the secondary folder, the startup time is measured in seconds. Is the problem with the Adobe engine or with the computer?
