It’s a rare day in paradise when a hard-burned PDF on a CD goes bad, unless one has failed in their due diligence for taking care of the surface integrity of the disk.
Call Adobe Customer Service.
They should help you out for a nominal fee if you’ve registered you purchase of Photoshop.
Now, ya’ll take good care of those disks, ya hear!
It is interesting, Tara, that you have exactly the same problem with both the Illustrator and Photoshop Help files.
Now this is either a co-incidence that is, frankly, beyond belief, you have a mangled Creative Suite CD and so require a complete Creative Suite CD replacement or you are not telling us the whole untarnished truth…
I strongly suspect the last of those 3 options.

what? she probably scratched her name on both cd’s in the same location with a screwdriver so she’d know they were hers. that location just happened to have the help files on it. what’s so suspicious about that?
I was able to contact Adobe and purchased a new one. Yes it is registered both this and illustrator.
I understand the doubt and the sarcasm….I would think the same….
