The guys that do the PS’ing for police departments are very good at what they do and have software add-ons. You can play with the Unsharpen Mask, but trust me when I say that without experience and know-how, you’re not going to end up with a great picture.

You can’t add resolution where it doesn’t exist. What is the image’s native resolution and screen size?

image size is 720px x 612 px at 72 dpi.
I have a good play around with sharpening even messed with the curves and contrast. Tried the video filters too. but nothing seems to work too great.

Can you recommend any Plug-in etc that are available.

720×612 ain’t too much to work with.

If printing, only 3×3 inch image at 200ppi, lower range for decent printing.

Additional prob is that security cams are generally pretty crummy lenses, low light situations. I’m assuming it’s video frame grab rather than actual film which could be scanned at higher rez. Add fact that it’s generally also "shooting" at a low shutter speed equivalent and you usually get blurred image too.
