Help – Photoshop Elements 3 and S32EVNT1.DLL

I purged my system of Norton AV, so I thought.
Installed : Adobe Photoshop Elements 3 and now I get a strange message and my computer slows down.

The actual message I get
"16 Bit Windows Subsystem
C:\PROGRA~1\Symantec\S32EVNT1.DLL. An installable Virtual Device Driver failed Dll initialization. Choose ‘Close’ to terminate the application"

Can anyone help me with this?

This may help …

Start
Run
MSCONFIG

If not … find the file, and see what the file ‘Properties’ are. If any of the ‘Properties’ screens contain evidence that the file is used only by "Norton." then start regedit. Back up the Registry, and then search on the name

S32EVNT1.DLL

Delete the Registry key(s) that show this file name.
