Set white as the background color, or have a layer filled with white under the image layer.
Use the marquee to make a selection around the edges of the image, maybe 20px or so in from the edge. Feather the selection maybe 5px or 10px.
With the image layer selected in the layers pallette, apply a layer mask using the mask button at the bottom of the layers pallette (making sure that the default colors black and white are in the foreground and background).
Or run an unfeathered selection, apply mask, deselect, then with the mask thumbnail active in the layers pallette, use Filter>Blur>Gaussian Blur to set the amount of fade.
The position of the selection and the amount of blur on the mask allow you to to set the position and amount of fade.
Other filters beside blur can be used to give different edge effects (e.g. try some brush strokes), and an airbrush/paintbrush can be used to shape the mask, rather than a selection.

Hi John; Bobocito is correct with one way to do it …here is another. After you open the image, use the eliptical marquee tool to draw an oval on your image about where you would like the white out to edges to start. Now, click on actions and under default actions , select & click on vignette. Run the action by clicking the arrow at the bottom of the actions palette. It will stop and ask how much feather you want. Try using 24 pixels. Click the arrow again it will finish running. It will still be in layers so , if you like the result, click layer > flatten image. Good luck;
