I just sent artwork out for a mailing insert that is to be 4/2. We created a CMYK front, and a back that is black plus a PMS color. The rep just sent me a note saying that we set up the colors for the back incorrectly; it should have been created using "the standard colors." So he said they would replace the PMS color with "C08." I just did a search online and through these forums but can’t find anything that would tell me what on earth C08 is and what "standard colors" he would be talking about.

Does anyone here know?

Ask the rep. By itself "standard colors" doesn’t mean anything without something to reference it with. If you are sending art to someone that has specific requirements you need to ask them what those requirements are.

The way he referred to it, it seemed like it was some sort of standard color model like Pantone, so I figured I was just missing something. I’ve never worked with spot colors other than Pantone, except in a few cases where they clearly specified the color options in advance. Before working on the job, I read through their mechanical spec sheets, and found no mention of special spot colors, so I assumed (yes, I know) that it would be PMS colors.
