what is the best way to brighten the colors of scans made of drawings and colored with water coloring? For instance yellow is dull, is there a way i can brighten it without losing detail in the drawing?

Here are three ways.

1) use Image>Adjust>Hue/Saturation to bump up the colors.
2) as above, but uaing an adjustment layer. This has the advantage that it
is more adjustable after the face, and you can use a layer mask to adjust isolated areas.
3) convert to Lab, and make the a and b curves steeper with curves. —

You can also try picking a selective color either with the menu option or with the magic wand. Then create a curves adjustment layer and try lowering the blue values.
