Looks like a simple screen capture (Ctrl+Alt+Print Scrn in Windoze) or you can use screen capture software
If using Photoshop paste into a new layer – *not the background* and resize and rotate (under the Edit drop down menu)

Please don’t post attachments to alt.graphics.photoshop – it’s supposed to be text only

Which package? You’re cross-posting to groups dealing with different software. Also, don’t post binaries to text-only newsgroups. If the groups cater for graphics they will have binaries in their name.

Alt-PrtScn or PrtScn in Windows to capture the screen. Paste into Paint Shop Pro (Edit > Paste > Paste As New Image). Use the Crop tool to crop if necessary. Rotate with the Deform tool. Use the Drop Shadow filter to add a drop shadow. Done. Adding shiny numbers is another lesson. You can find many tutorials on how to do this here:
