Is there an easy way (or an action) that can create an accurate and maximum crop area that fits a specific aspect ratio? Thanks.

You could use the rectangle tool. It has an option to draw in a set aspect ratio. Once you have the correct selection made use Image>Crop.

Yes. When you take ‘crop’, look at the top bar that appears. Set aspect, or exact dimensions. If you make an action while you draw the crop, it will remember where you placed the cursor so that it’s repeatable.
