If you have Photoshop 7, your last upgrade opportunity is Wed Oct 15. Purchase by then and I believe you also get an upgrade to CS4, since you are purchasing cs3 between CS4’s announce and release date. After that date no upgrade path exists for Photoshop 7, and you must do a full purchase of CS4.
