Hi All,
How do I drag a layer so that it makes a new file?
How do I apply an adjustment layer so that it only affects the one layer?

1. Control+click (right-click with Windows) on layer name in the Layers
palette. Choose Duplicate, then New from the pull down menu in the dialog box that appears.

2. Choose the layer you wish to apply effect. Create adjustment layer. Group with that layer by pressing Command (Control with Windows) +G. Or select Group with Previous from the Layer Menu. You can also hold down the option (alt) key and click in between the two layers when the group icon appears.
