File name length restrictions

I am sure this question has been asked a million times, but I cannot seem to find a clear answer anywhere.

How can I defeat the Photoshop restriction on file name length?

In the Photoshop documentation it says…

*** File Name Compatibility
*** Select one or multiple options to make the filename compatible with Windows (permits longer filenames), Macintosh, and UNIX operating systems.

But it doesn’t say where to access this menu??? It does say "You set the following options in the Saving Files set", where is that. I guess it is to much to ask for a simple FILE -> NEXT MENU -> NEXT MENU… anyway I can’t find it….

If it matters I am using Windows 2003 Advanced Server.
