Is there a way in Photoshop 7.x to have conditional logic in a stored action? For example:

If colorspace is RGB, do step 1.
Else, do step 2.

No, but Photoshop 7 supports scripting which will let you do this. You need to download the Scripting Support plugin from the Adobe site.
