Making a frame from pics of chillies?

Hi,
In my web page I’ve inserted a JPEG. I would like to make a frame around it composed of a series of small pics of red and green chillis. Preferably I would like to find a way of running these interlaced chillies around several graphics frames on my page but I may have to settle for putting this chilli border around the indivdual images and then inserting them into the frames.
Please can anyone suggest a method or plug-in that will make this possible?
