invalid RAM detection by CS3

i’m using photoshop CS3. i used to have 2GB of RAM which i upgraded to 4GB. working under windows vista (32 bit), windows can only address 3,5GB. however, when i went to photoshop preferences to adjust the amount of RAM it can use, photoshop detected i only have 1649MB. consequently, i can’t adjust the memory slider to let PS use any more than that.

does anyone have any ideas as to why? the main reason why i upgraded RAM was to let photoshop breathe more easily with 150mb TIFFs i’m working with.

Also, keep in mind that Windows and any other programs you have running including all of those little programs that load at startup take memory too.
