Is there any way to tell Photoshop to stop adding a "copy" suffix to
saved
filenames when they’re being saved "as a copy"?

It is about the .copy suffix.
Exactly, which made RSD’s answer immaterial as well as requiring extra steps to save a COPY!
Takes only a minute to strip off the _copy (btw – it’s not a suffix as it’s "_copy" not ".copy")
