I would like to find out how to convert photoshop graphics to high resolution files. The final file has to be in bitmap format for television screen. I understand that 72dpi is standard for the web. Can one convert from lower resolution to high?

On screen "resolution", ppi (what you call "dpi") is not relevant.

Only the pixel dimensions of the file is used.

Standard TV is actually lower rez than most computer monitors.

Here are a few TV formats:
NTSC – Non-square – 720×486 pixels – 1.48:1 aspect ratio NTSC – Square pixels – 720×540 – 4:3 or 1.333:1 aspect ratio NTSC – Non-square – 720×486 pixels – 16:9 "Squeezed" (anamorphic) NTSC – Non-square – 720×540 pixels – 16:9 "Squeezed" (anamorphic) PAL – Non-square – 720×576 – 1.25:1 aspect ratio
PAL – Square pixels – 768×576 – 4:3 or 1.333:1 aspect ratio PAL – Non-square – 720×576 – 16:9 "Squeezed" (anamorphic) PAL – Non-square – 768×576 – 16:9 "Squeezed" (anamorphic) 2 K Film Resolution – 2048×1536 pixels – 4:3 or 1.333:1 aspect ratio HDTV – Square pixels – 1920×1080 – 16:9 Flat widescreen aspect ratio
