A recent development in PS 7.0 runing under Win XP Pro: Clicking on Images>Adjustments>Levels (or Ctrl+L) now just gives a functional Eydropper Tool. Getting out of this mode can be as simple as pressing the Esc key, but may be difficult if the Eyedropper was used to sample a color (varying combinations of Ctrl+Z and Esc seem to work). I seemingly have no way to reach the Levels dialog. Repeatedly Uninstalling / reinstalling PS has had no effect.

Your dialog box is off screen, sounds like.
Been using higher rez setting, or dual monitors?

Try Reset Palette Locations.
Or go into highest rez your monitor can do, drag box back into range.

Mac nailed the problem! I had a problem with my 2nd monitor and wasn’t using it. Getting that back up solved the problem. Thank you so much.
