Mosaic filter question

My question is that is it possible to restore a picture after using the mosaic filter on it (Filter -> Pixelate ->Mosaic…)? It is saved as a JPEG and the filter was applied for only a small area (eg. a person’s face).

Nope. Especially if it was a large pixel setting, like upwards of 8 pixels.
