I was trying to create a custom border earlier using a grafic I already have and Photoshop 7.0 but was having some trouble. The grafic is esentialy a horizontal line and I was wanting to bend it to form an oval border. I tried distort and it worked somewhat but with only anchor points at either end it was very cumbersome. I was hoping someone would have some advice on how to better accomplish this.

One other question I had was on how to make an oval picture fade to black at the edges. Thanks for any help you can provide.

I think one of the distort filters will do a polar distortion. This "may" do what you want.

Question 2 is easy. Select circular marquee, set feather to 20 or so, draw your oval, inverse the selection, hit delete once or more.

To have the feathering to black, have a black layer below the one the image is on.
