How do you interpolate a photo in photoshop 7?

Sorry to be asking but what does interpolate mean when it comes to image editing? Is meant in any way to increase the image quality. By doing what Mac is suggesting is the image quality getting any better? When I try it on a 72pixel/inch Resolution image I only notice the Pixel dimension jumping up with not improvement on the screen quality.

It’s meant to give you more pixels but that doesn’t necessarily imply an increase in image quality, often it will decrease image sharpness. When you re-sample upwards, Photoshop has to ‘guess’ at the value of the pixels it adds based on the value of surrounding pixels.

Use of unsharp mask after re-sampling MAY overcome the softening effect sufficiently, depending upon the degree of up-sampling, but do not expect to take a 72ppi image and interpolate it to a 300ppi image at the same physical dimensions and have a crisp and usable image!
