They should be drawing-like, highcontrasted colors etc.

For that you really need Illustrator, CorelDraw or Freehand.

Yes, if I’m doing those from scratch, but what about editing old photos to look like that? Kingdom already mentioned
dry brush, but that’s not what I’m looking for. It did something like that on lo-res picture but I haven’t tried hi-res pictures yet. Filters sometimes give quite different results depending on resolution and picture size.

You’ll have difficulty doing it because on those sorts of photos/poster require large swathes of single colours separated by discreet, but visible black lines. As it’s not something I’ve ever really thought about, other than to produce from scratch in Illustrator or whatever, I’m probably not the best person to ask. I’m sure someone in the range of people on this ng will be able to help though. Basically, if no one here can help you then I suggest you’re probably out of luck. 😉
