I have seen many photos where the colours have been made to appear very deep and dark like the effect a rainstorm has in making colours appear more intense.

Not a great description I know but can this be done in PS CS.

Experiment with curves.

In photography you are referring to saturation of colors. You may want to try a
combination of saturation in hue-saturation as well as curves and / or levels.Lack
of saturation is often because of poor exposure or over-exposure.

When I want to do some selective saturation of colors, I duplicate the layer then select hue/sat and over saturate that new layer. Then press alt and click on the layer mask and with a soft opaque brush, paint back some of the colors, all while working on the new layer. Works well with trees and skies.

Convert to Lab mode, make a and b steeper with the centers kept in place to prevent a color cast, and then drag the middle of the Lightness curve downward. That should give you a good starting point for a nice dark, rainy look.
