Photoshop: "Toggle dialog on/off"?

In Photoshop: What does the "toggle dialog on/off" check box (in the actions palette) do? Sometimes that check box is empty, and sometimes there is a red or black icon. What does it mean? Thanks.

has something to do with instructional use of the action i think.

Nope. It has to do with giving you a… (drumroll please) dialog box for the action step in question. That is, instead of playing the recorded action automatically, it stops for input at that step.
