Newbie Question: Place one behind the other

Hi all

I have opened a picture in PS 7.0 then I add a new layer then I open another photo and I extract what I want from the 2nd photo I then use the move tool to drag it to the new layer, what I will like to do is the photo I dragged over I would like to put "behind the 1st photo. How do I accomplish this?

I hope I am explaining this well enough for you all.

Just drag it again in the layers window beneath the one (s) you want above it.
