How do I Make an image look old with scratches , white not black, and decay in PS 7.0

Can someone give me a step by step way to make small beautiful scratches and film decay (on the base side meaning white or clear scratches and decay) using my brushes in PS 7.0? I’m a little new to photoshop so if you could give a simple tutorial or direct me to an online tutorial that would great!
