how do i get my images to look like they’ve been spattered with ink or spray paint? and also how can i get them to look scraped up and rough? is there some special type of filter or brush setting or just a simple technique.

Search for brushes on Google. Try terms like grunge brush photoshop, spatter brush, download brushes. Let me know what you find, I am still looking for some grunge for PS6, after downloading some nice brushes that wouldn’t work with that version.

You should also check out edge/border techniques, like those seen on the web a lot, where the edges of a pic look rough and torn. Put the pic on a layer above a background color, say, black. Add a layer mask to the pic, then use the brushes to paint on the mask along the edges of the pic, "erasing" it by masking. The technique is in the artist, although it is important to limit dragging the brush, instead doing a lot of one-click paint strokes. Drips can be made without using brushes, I’m sure; maybe somebody else will have some ideas.
