Stroking (as layer effect) a shape with a single line

Hi,

I’m trying to create a single line in a layout made in Photoshop, but it seems that the stroke effect doesn’t work on layers that don’t have any area (it is just a simple horizontal line).
Is there a way to stroke this shape without having to use the stroke command?

You probably used Paths (second icon) instead of Pixels or Shapes.
